Abstract: With the accelerating process of globalization and the impact of public health crises, the role of International Medical Graduates (IMGs) in global healthcare systems has become increasingly important. In order to ensure that these medical graduates possess adequate knowledge, skills, and experience, various countries and regions have established different medical licensing exams. This paper compares and analyzes the qualification requirements, exam formats, and content for IMGs in developed countries and region such as the United States, the United Kingdom, Canada, Australia, German, and Hong Kong Special Administrative Region of China et al., highlighting the differences in IMGs certification across these countries and region, and describes the passing number of examinee and passing rate of examinations in various countries and region in recent 10 years through official annual reports. The research shows that although there are differences in the form and difficulty of the examination in different countries and region, it generally involves the evaluation of basic medical knowledge, clinical skills and language ability. There are strict examination standards in various countries and region to ensure that IMGs has the ability to practice locally. In addition, this paper also discusses the characteristics and changes in recent years of medical licensing examination in various countries, and the present situation of IMGs licensing examination in China.
